Apparently, Sarah Palin doesn't think that bombing an abortion clinic and killing innocent people is an act of terrorism.
Sounds like it to me:

n. The unlawful use or threatened use of force or violence by a person or an organized group against people or property with the intention of intimidating or coercing societies or governments, often for ideological or political reasons.

The beginning of her statements are pretty clear that most of what we think of as terrorism (blowing up buildings, etc.), she'd consider as such.
For the 2nd part, I think she's thinking of things more like a bank robbery. It's not to say a bank robbery (or treating to harm someone working an abortion clinic), is *right*, but I don't think most would consider a bank robbery terrorism at the same time.
Really, it's just coming down to semantics. Even if there are differences on what to call something, I don't think there's any debate and if it's right or wrong.
